The S-matrix of non-confining gauge and gravitational theories in four dimensions (bulk) are plagued with infrared divergences. In this talk, I will construct an effective two-dimensional (boundary) action whose correlators exactly reproduce this infrared divergence structure exactly. We will then use this construction to define an S-matrix which is infrared finite.
